You Can't Trust
Mike Gipson

He took $445,000 from Big Oil and Big Tobacco β€” then voted their way. Now he wants to control California's tax system. How can we trust him with our money?

Oil Behested Payments

The Board of Equalization Controls Your Taxes.

The California Board of Equalization oversees tens of billions of dollars in property taxes, sales taxes, and excise taxes collected from California residents and businesses every year. It sets policy that directly affects the oil and tobacco industries β€” the exact industries that have been funding Mike Gipson's career for two decades.

Gipson took $445,000 from the industries the BOE regulates β€” then did their bidding in Sacramento.
How could we ever trust him with our public funds?

Mike Gipson. Just Like Trump.

Different party. Same playbook. Gipson and Trump share one defining trait: both put their donors first and the public last β€” and used office to line their own pockets along the way.

Donald Trump

  • Spent years enriching himself through political connections
  • Rewarded donors with favorable policy and regulatory treatment
  • Used campaign and political funds for personal perks
  • Took money from industries he was supposed to oversee
  • Stonewalled accountability at every turn
  • Voters paid the price β€” not the donors
= ?

Mike Gipson

  • Used Assembly tenure to enrich himself through campaign funds
  • Walked on bill after bill that would have hurt his oil donors
  • Spent campaign money on cigars, limousines, and trips to France
  • Accepted $445K from oil and tobacco β€” industries the BOE regulates
  • Fined by FPPC for failing to report donor "charity" payments
  • Now wants control over California's tax system

"California voters rejected the Trump model of self-dealing and donor-first governance. Why would we hand our property tax system to someone who's been running that exact model in Sacramento for fifteen years?"

Big Oil. Big Tobacco. Big Donations.

Since 2007, Gipson has accepted $8.7 million in political contributions. Among his largest donors: the very oil and tobacco companies he was supposed to hold accountable. The numbers tell the story.

"He's taken more from Big Oil than almost any Democrat in the Assembly β€” and his votes show exactly why they kept writing the checks."

He Took the Oil Money.
Then He Did What He Was Told.

"Taking a walk" means a legislator is present before and after a vote β€” but deliberately disappears to avoid taking a stance. It is a known act of political cowardice, and it is exactly how Gipson has protected his oil donors while avoiding accountability to voters.

SB 32 (2015) β€” Cut Greenhouse Gases 40% by 2030

On the first floor vote for California's landmark climate bill, Gipson disappeared. The oil industry spent a record $22 million lobbying Sacramento that year to kill bills like this. Opposed by WSPA and CIPA β€” both Gipson donors.

SB 350 (2015) β€” 50% Petroleum Reduction Mandate

Gipson walked on the full version requiring a 50% cut in petroleum use by 2030. After oil lobbyists gutted that clause, he voted for the watered-down version. He only backed it when it was safe for his donors.

AB 197 (2016) β€” Legislative Oversight of Climate Policy & Emissions Disclosure

Companion bill to SB 32 that added legislative oversight to climate policy and required online disclosure of oil facility greenhouse gas emissions. Gipson walked. Bill still passed and was signed into law.

AB 3214 (2020) β€” Doubled Fines on Oil Companies That Cause Spills

Bill doubled minimum and maximum daily penalties against oil companies causing spills β€” from $5K/$500K to $10K/$1M. Gipson walked. Opposed by WSPA and CIPA. Signed into law regardless.

Required oil companies to plug end-of-life wells in LA County or face $10,000/month fines. Targeted the Inglewood oil field β€” in Gipson's own backyard. He walked. Donors WSPA and CIPA opposed the bill.

SB 237 (2025) β€” Expanded Oil Drilling in Kern County

Gipson voted for a bill expanding oil drilling in Kern County via blanket environmental approvals. Environmentalists called it antithetical to California's climate goals. His donors CIPA and Berry Petroleum supported the bill.

AB 1448 (2025) β€” Strengthened Rules on Offshore Drilling

Oil Companies Paid $91,000 in "Charity"
at Gipson's Request.

"Behested payments" are donations a politician directs their donors to make β€” to charities or causes of the official's choosing. It's a well-known mechanism for keeping cash out of the official campaign finance record while still rewarding donors. Gipson directed over $91,000 this way β€” then was fined $1,800 by the FPPC for failing to report nine of them on time.

Campaign Cash.
Personal Perks.

Gipson has spent $7.75 million in campaign funds since 2013. Mixed in with legitimate expenses: a documented pattern of spending on cigars, fine dining, luxury travel, and limousines β€” all charged to accounts funded by the very industries he was supposed to regulate.

Waved Off Immigrant Opponent:
"She's Not From This Country."

"She's not from this country."
β€” Mike Gipson, dismissing his immigrant opponent

Used Birthplace as a Weapon

Gipson dismissed a political opponent by pointing out she wasn't born in the United States β€” using her immigrant identity as a disqualifier. In a district that is majority immigrant and Latino, this was a deliberate act of othering.

[Source: forthe.org]

Took Oil Money from Companies with Labor Violations

The oil and energy companies funding Gipson's campaigns have documented records of wage violations disproportionately targeting undocumented and immigrant workers. He took their money β€” and protected them from accountability with walk after walk.

[Source: CA Secretary of State campaign finance disclosures; FPPC filings]

The Same Playbook as Trump

Trump weaponized immigrant identity to divide communities and distract from his record of serving corporate donors. Gipson deployed the same tactic β€” dismissing an opponent with "she's not from this country" while pocketing checks from industries that exploit immigrant labor.

BOE Directly Affects Immigrant-Owned Small Businesses

The Board of Equalization has direct jurisdiction over the taxes paid by thousands of immigrant-owned small businesses across California. Gipson's record says he'll serve donors β€” not families.

[Source: California BOE jurisdiction; Gipson public record]

How Can We Trust Him
With Our Public Funds?

He took $445,000 from Big Oil and Big Tobacco. He walked on bill after bill to protect them. He spent campaign money on cigars and limos. He dismissed an immigrant opponent with "she's not from this country." The Board of Equalization oversees YOUR tax dollars. Mike Gipson can't be trusted with that responsibility.
